Baldur's Gate : The Sword Coast Chronicles : NWN2 Persistent World

A dreadful scene is discovered alongside The Trade Way, between Baldur's Gate and The Friendly Arm Inn. Three bodies laid on the side of the road half ripped and eaten, probably by wolves. Their heads have been cut off with an sharp object and planted on three long sticks next to the corpses. The head of the middle man bares a parchement, hit into it by a dagger. It is covered in blood, but it has a message written to it with a flowing and good handwriting. The text is still visible and it reads the folowing:

"People of the Sword Coast. Throw away your false believes and gods. Submit and give in to the true and rightfull ruler of all Fearun, The Black Hand, The Black Lord Bane. Fear and pray in the middle of the night that he will spear you. Fail to do so and you'll end up like this three lawless men. Submit to the fear and words of the Dark Lord, for it is the only hope you have."

The message bears no signature.

The Fist take down the heads and the message. The corpses are sent to the Gate for burial and possible identification, but the hopes of the latter are slim.
The Fist mutter about continued Banite activity, despite the successful assault on their headquarters a few months ago.
Another couple of patrols are posted on that section of the Trade Way.

An investigator arrives on the scene at the request of the local constable. An elite Fist officer named Edmins makes inquiries to the general populace in and around the FAI and trade way, a highly populated area with many witnesses.

Edmins, a progressive thinker gathers surrounding evidence and attempts to derive a motive behind the executions. However, he finds several discrepancies with the mass act of homocide, claiming to have been conducted in the name of the Black God.

Firstly, the dead seem to be no more than commoners, banites prefer to promote strife and fear ultimately subjugation of their peasantry.. living ones make better subjects than dead ones.

He concludes that there is no other rhyme or reason besides blatant and premeditated murder, an act closely associated with the cold blooded followers of the lord of murder himself, Bhaal. He directs the local authorities at the FAI and the gate to screen guests for any paraphernalia that would indicate worship of the lord of murder.
