Elf Cited for Public Intoxication and Indecent Exposure

The Gullykin authorities report that an elf was found intoxicated with no clothes in the main square fountain. He claims two hins offered him cookies and the then convinced him to join them at a local pub. According to the victim, the two hins introduced him to a new libation called rum. From there, the victim says things get fuzzy. The two hins were tracked down and were made to return the victims clothing, money and other affects. The victim refused to press charges so the hins were let go. The authorities still decided to cite the elf.
