A petition to the Conclave

Ilphryssin Arkentlar begins a speech at the entrance to the Great Bazaar:
Having heard that several sage members of the school of Necromancy are petitioning the illustrious Conclave to construct several Vharr Latyema spires across the Temple of Lolth, I join my voice with theirs and beseech the Conclave to consider this, a most wise move.
It is a thing of public knowledge after all that the Temple has many enemies, as Supreme Masters of the City by rights of custom, might and wisdom it falls to the Conclave to protect its Citizens. While it is true that the Mythal already protects all citizens from harm, recent events demonstrate that even such a mighty spell cannot protect against ALL forms of harm.
The presence of the Spires would demonstrate beyond any doubt that the Temple receives, as ever, the Conclave's protection.
