Reaping what the Darkness sows

Rumor spreads of a female hooded and cloaked in blue searching for a gem of exquisite darkness. She describes it as "A hungry gem, devouring all radiance in envy." She addresses various merchants of the realm, never speaking openly and never allowing a good glimpse of her face, though it is clear from her stature that she is elven. She carries an ornately carved staff of a dense ebony wood shaped to resemble a dragon's head at one end. An observant watcher might notice occasional discharges of electricity from the dragon's fangs and wherever the staff strikes the ground as she walks.
The woman seems to be urgently pursuing this dark gemstone, though her efforts speak volumes of subterfuge. She is heard more than once with the threatening promise of: "He who brings the gemstone to me will reap the rewards of his efforts. However, should I find him instead, the reaping will be mine and most sanguine."
