Well, D&D rules wise you should be able to place the enchantment on a bow, or any other weapon. As for whether it is possible or not... I do not know. I know you get 1d4 from Thorn Skin... so you can have spell add damage to ranged weapons. But there might be some stacking issues, perhaps? No idea whatsover whether it will work as intended or not.

You can't cast that on ranged weapons? 
That's a pretty big departure from D&D rules. Obsidian sure made some strange choices when creating this game.
