melee touch attacks and weapon finesse

Like the title says. Does weapon finesse give dex benefits to touch attacks?
I am planning to create a character directed as "fey champion"-like. Basing him around a warlock and melee class to get a close-ranged eldrich spellblade. I'm still trying to figure out the build.

Keep in mind that some mobs with deflect arrows will completely ignore your RTA if you have a weapon in hand.

warlocks dont use melee touch attacks at all iirc, all blasts are ranged touch attacks that use DEX as a main stat without weapon finesse

Doesn't Hideous blow use melee touch attack instead of ranged though?

This invocation charges your melee attack with the power of an eldritch blast.
So you need to hit with your weapon... if its DEX or STR based its not important
