how does that work

they start with 9 Con but the progression is standard o do they also get decreased progression costs like dwarfs get on CON?

It works the same as Tanarukks -1 INT

Half-Orcs starts with 9 CON, and spend 1 point per increase up until they reach 15. 16-17 CON costs 2 points each and 18-19 costs 3 points each. That's the maximum they can get on character creation.
