Baldur's Gate : The Sword Coast Chronicles : NWN2 Persistent World

Hi all, I was wondering does the spell penetration feat line FULLY work here for WARLOCKS or it's halved as original design/bug ? Basically does it give you +2 CL for the purpose of beating spell resistance ?

Also does any loot pool item exists that gives some of the feat included in the feat line ?
