I am making a non-weapon master build and will be taking either 3 levels of Rogue or 3 levels of Whirling Dervish.
Rogue offers more skills, 8/level, and can be taken at first for 8x4 skill points. It has an extra d6 sneak attack and +1 vs traps.
Whirling Dervish offers dash and spring attack, but these feats are marginally useful. WD does offer 3x skill focus feats which will allow me to raise three skills above the usual 33. ON the other hand I have to use 18 skill points on hide/move silent to gain the class on a non-sneak build.
I will be playing a tiefer so going Rogue won't cause any additional xp penalties.
Currently I'm leaning toward Rogue, but I would like to see if there are any considerations I may have overlooked. Thanks for any help.
The build will be Fighter12/Swashbuckler5/Duelist10/Rouge or WD3

Nope, I think you took everything into consideration. I'd go with rogue personally, it's more convenient and I like more skills overall. I would only go with 3 levels of wd over rogue if it was required to avoid xp penalty or if it was a sneak build, for the free skill focus feats.

Where XP penalty is not looming, I'm always in favor of Rogue. So in your case, definitely Rogue.
