Despite the description on the Wiki, bear warrior cannot use charge or knock down in bear form.

When your toon shapeshifts to bear form, you should find on your GUI (screen) a new set of buttons floating around—you can drag/reposition if you like—that contain the Charge and/or Knockdown buttons.

This was how Luna had to do it when designing the PrC. It ain't pretty, but it functions.
