Bear Warrior should grant animal language

Title says it all. How am I supposed to RP in bear form if I can't talk like a bear?

Bear warriors do not have animal empathy.
Animals do not have a language, the animal "language" is simply a stand-in for communicating and understanding extremely simplistic emotions and ideas (like "Hungry" or "Lost").
That said, it would be nice for bear warrior to communicate. However, they would not be able to understand. So, to avoid player confusion, its unlikely for this to happen (players might think they can understand, since they are seeing it being translated in the combat log).
Also, barbarians go into their rage, and that triggers them turning into a bear. That might hinder empathic communication.
