A message posted around FAI and along the tradeway

Several flyers can be seen tacked to trees, on the sides of ruined buildings, etc. all along the tradeway. It simply states, "1 down, 4 to go. Scurry back to your holes little rats."
It is unsigned but a strange circular symbol of five arms clutching swords has been drawn on the bottom of the flyer.
