Baldur's Gate : The Sword Coast Chronicles : NWN2 Persistent World

So I picked up the Tall Dagger of Earth the other day and it has the follow stats

Weapon: Dagger
Enhancement Bonus: +4
Attack Bonus: +3
Keen

My initial assumption this would give a total added attack bonus of +7, but instead, it only adds +4. The attack bonus +3 adds nothing.

Why do weapons have both if only the higher of the two is applied?

Random loot generator, Also if the attack bonus is higher it replaces the to hit but not the damage for example. EB 4 AB 6 means you have +6 to hit and +4 to damage.

Is there a way to change the loot table so that these ABs that are lower than the EB don't show up?

Nonsense! One of these days I am going to melt down all those spoon's I've collected to make Jimmy a set of epic plate mail armor.

The problem is, weapons with Attack Bonus and Enhancement Bonus are WORSE, because they require higher levels to use. Same with items with combined armor bonuses vs alignments. They also cost more money to buy from a merchant.

Magic items are or were created by a skilled spellcaster dedicating their time and resources to create an object for a reason.

Just think of it as luxury vendor trash because they will fetch more money when you sell them.

No they won't. the best you can get is 1350.

Suppose it depends on if the value of the AB alone for one of the items is less than 1350. If it is then the EB will take it up to the max possible.
