I have been thinking for this idea for like 3 years now and could it been neat if a arcane caster could cast this spell?

It's one of the strongest spells in the game, and it should be difficult to get. Last thing we need is arcane Gishs running around with dragon form as well.
Leave it as is.

Shapechange needs to be fixed.
Some of the shapes aren'T working well as I mentioned like 100 times in the past.
And it needs shapes that actally worth using.
Dragonshape could make it worth it.

Dragonshape could make a great RP for many dragons lovers

... Or we could get rid of dragonshape altogether. You know, because it's terribly unbalanced.

Dragonshape would not hurt, again when polymorphed you can not cast spells. This is why 30 druid with Dragon is nice cause then you can cast your spells. Honestly a good buff to Polymorph spells would be to have 1/2 bones from gear transfer or some such as what druids get. I DO NOT think a wizard should be able to polymorph into a nightstalker and cast spells but being able to tank or do more damage as they leave would be nice. Polymorph spells are good at the level you get them but fall off later.
Also polymorphing makes you lose any bones slots from items and should be used as a last resort. If I knew how to do scripting I would make a script that when CL reach X then Polymorph change from seaside troll to Northern region troll. Much like druid 12 changes from wolf to Dire wolf and so on. Regardless Polymorphing while fun to make a Transmutation wizard that often makes alchemist fires and such or loves turning people to stone and changing into random creature would be a great PC idea, the uses of the spells are impractical. The damage and survivabily falls off very quickly and the lose of casting is not a great trade off for maybe 25 STR DEX and CON in epic levels. This issues shows with the underused word of changing spell.

Polymorph/shapechange are only limited by the mages imagination. . . and a size limit. I see no lore reason that all druid forms shouldn't be accessible to a mage. However oocly I feel that it would make druids feel less special so meh.

not at all couse if you see dragon you know it is a druid one but if the Arcanist can take Dragon Form it will confuse many and it will proection the real dragon and the druid dragonshape still be the powerfull one couse it can cast spells from the Dragon shape
