Fluctuating AB?

So I've noticed this weird issue with attack bonus fluctuating all over the place while in combat. This isn't a "feature" right? Please say it ain't so!
Subject: What did you do to us poor fighter builds ?
It is likely the cover/obstruction system. Seen several players remark on completely random fluctuating AB.
