Is there a place where this is more detailed? I'm not sure if I could choose my old familiar if I chose a new one. I'm hesitant to try it in case I cannot. Thanks in advance.

Last time I checked, it was not working at all.

This is correct. The spell is part of future content. The animal companion version as well.

For now its purely there as roleplay value.

This spell is not offered when leveling up. Am I missing something? Is it only received by scroll at this point?

I believe they went the route of having to take a feat for it.

Yes and no, all wizards and sorcs get a free "Bind familiar" feat with 1/use per day instead of that spell. With it they can select a familiar among a list (classical familiars + chicken) and if they want an expanded list they can take the "Improved familiar" feat.

Was this ever a spell at any point? Am I losing it?

It was a spell now fortunately made redundant because it never did anything to begin with. No actual loss here.
