Can anyone tell me with any certainty what CL a scroll is cast at when the maker of the scroll has 30CL but the user of the scroll has less than the maker?

The CL is always the CL written on the scroll. If a scroll has a CL of 10, no matter who casts it the CL will always be 10.

There was a bug that allowed some characters to have higher CL than the scroll but that was fixed - unless it resurfaced again.

It usually is a number in parenthesis at the bottom of the scroll

I highly recommend renaming custom CL scrolls because they won't say their CL in the item description.
