rcr and runestones

if the devs could please correct me if I'm wrong, but I think...
a PC's runestones are linked to their RESREF.
so if someone RCRs a teleporting spellcaster and gives them a different starting name the system will assign that PC a different RESREF.
Even if a DM changes the PCs name it doesn't change their RESREF, so that PC's runestones won't properly "remember" how many time the character used a particular runestone (effectively resetting number teleports to 0)
is that right?

thats actually a pretty good question
the wizards i have rcr'd atm dont teleport too much so if it was reset i would have no idea since i mark places a lot but may not have need to teleport since im kinda already there
the one that i do teleport on quite often has a lot of crap as well is a book full of spells and is kinda in the middle of stuff rp wise so its really not safe to rcr her atm bc it would take a long time
but it would definitely suck if the count drops to 0 bc its a new character
not sure how ras saved it

I can confirm that the PC name in your Server Vault folder is the original name of the PC. Sam/Sally maybe became John/Joni, but as far as the saved file name (*.bic), it will always be Sam/Sally. It updates every time your PC's file is saved.
What I do not know is if runes use GetPCName()-type call resulting in using IG name or file name, or something else, such as Player Acct, CDKey... Big Brother is watching somewhere in the code.

It remembers. Kory has teleported to Temple of Auril some 70+ times and since RCR it still pops up with that number.

it may be possible the viable is saved to the actual item on creation and cleared if the rune is cleared, with each successful teleport adding a count to it since it triggers off clicking the rune
