Ranger 22/Assassin 8: Is this a good build?

How awful is this? He's meant as a sneak-attacker, but he has decent AC with +3,4,or 5 Leather and a dual-wield, if you give him a few +AC items. Not too good on damage unless he gets a sneak attack, but with HiPS, that isn't a problem, is it?

He also gets pretty good damage against Favored Enemies? I think?

generally you want to split 21/9 with assassin because 22 doesnt give you anything with like any class and 9 gives an extra SA dice

The only issue is crit immune mobs. Other than that, generally, ranger/assassin is a fun build. My Black Archer was exactly that. Hard hitter. Kinda soft. Like most D&D archers. But with HiPS, very survivable.
