Appraise skill

The recent update seems to give more value to the Appraise skill. Like the IG desription suggests it can do more than the original rules which only modify merchant prices. But when trying it out, it doesn't seem to do anything when I apply it to an item. Is there actually a special use for this skill, or does it really only operate per the original game description?
