The terrible truth in Fantastic Beasts & Where to Find Them

Fantastic Beasts & Where to Find Them (the book, not the movie) reveals a horrifying truth about the wizarding community's attitude and treatment towards Muggles. I refer you to the book's Introduction:
"Older British readers will remember the Ilfracombe Incident of 1932, when a rogue Welsh Green dragon swooped down upon a crowded beach full of sunbathing Muggles. Fatalities were mercifully prevented by the brave actions of a holidaying wizarding family (subsequently awarded Orders of Merlin, First Class), when they immediately performed the largest batch of Memory Charms this century on the inhabitants of Ilfracombe, thus narrowly averting catastrophe."

Please note that fatalities were prevented NOT by driving off or fighting the dragon, but by CASTING MEMORY CHARMS. So what "catastrophe" was averted by casting Memory Charms? It wasn't the dragon; the dragon only swooped down upon a crowded beach. No attack or violence was mentioned. Besides, how would Memory Charms save people from an attacking dragon? They wouldn't; they can't. The implication here is that the Muggle fatalities would have been caused by something (someone) else.
Consider that this book talks about the extreme lengths to which the wizarding community hides the existence of magic from Muggles. So again, how did Memory Charms prevent fatalities? Because it meant that the wizarding community didn't have to kill all the Muggles at Ilfracombe.
TL;DR: The wizarding community is willing to commit mass Muggle murder to hide themselves.
