Suspect that Bloodmark skill is still broken.

Heyo!
I had a question about this update:
- Bloodmark and Bloodwalk fix for permission request mechanic without PC target.
Still when I select a person, then click the Bloodmark feat, then select an empty rune, I get the message that the target person has been sent a request for permission, but that person doesnt get any popup dialogue box or any message in the chat window explaining how to consent. My question is, am I doing this wrong or is the Bloodmark feat still broken?
I also tried to toggle hostile to them and do it, but that also didn't work.
Also since I cannot Mark any runes with someones blood, I can't test to see if Bloodwalk itself is working now.
Does anyone have insight to if the skill/feat is still broken or if I'm doing one of the steps wrong? Thank you!
