Understanding Spell Slots

I am confused about how the number of spell slots work in this game. Could someone help to explain my situation?
So I am now a Pal 13/ AK 3/ Morninglord 2
my pal spellbook look like this...
Lvl 1: 3 slots
Lvl 2: 2 slots
Lvl 3: 1 slot
Lvl 4: 1 slot
With my morninglord spellcasting progression and practiced spellcaster feat, I should hv a CL18 pal. But my spell slot is nowhere near a lvl 18 pal should be. So my question is... Is taking morninglord and the feat not giving you more spell slots? Can someone explain how the CL works?

Your CL is 18 sure, but only class levels determine the amount of spells you get. So all practiced spellcaster is doing is making your spells last longer and for things like greater magic weapon, makes it more powerful (should be +3 enchantment, but thanks to practiced spellcaster it is currently +4 enchantment for you instead).
As a paladin, at 13 + 2 levels in the classes, you should get 2 lvl1 spells, and a single spell of level 2, 3 and 4. Your wisdom must be 14-15, since that gives another lvl1 spell and a lvl2 spell.
Once you get 20 levels in morninglord and/or paladin, you won't gain any more spells from these classes. Only an increased wisdom or spell slot items will then increase the amount of spells you have per day.

Yep Karond is right on the money there. Only actual class levels determine base spell slot allotment. This can of course be bolstered further by utilising spell slot items or improving your spellcasting stat mod (in your case, Wisdom).
The practiced spellcaster feat only increases your caster level (spell effects, damage, durations etc), not class-based spell slot allotment.
My main, Aeili, is Wiz 17/Cler 13 with practiced spellcaster in both classes and she only has 1 level 9 wizard slot (+1 specialist, +2 INT mod bonus!) and only up to level 7 cleric spells despite her caster levels in both classes being 21/17 respectively.

CL also helps in protecting against being dispelled. So it's good that you took it considering the 3 AK levels

One point... so I plan to have pal 13/ morninglord 10/ AK 7... that means I can have max lvl 20 of pal spell slots with CL27, right?

Yep. You'd have 4/4/4/4 correction 3/3/3/3 plus wisdom mod bonuses, CL 27.
