Northlander hewing and power attack

can that style northlander hewing( I think thats what it was called) and power attack be used in combination or are they both modes that are toggled and can't be used together. Some of the things are custom here so its a mode in a sense but seems it can be used with things like expertise.

Shield bash and expertise for example I'm hoping can be used together on Leo.
