Baldur's Gate : The Sword Coast Chronicles : NWN2 Persistent World

So I have a charisma of 16 at the moment, which should allow me to cast level 6 spells.
Why are these new spells I have at 0 per day? Is it a mechanic I'm unaware of, or a glitch of some kind?
I have rested again and again, haven't gotten them yet.

This indicates you do not have enough charisma to get a bonus level 4 spell. Next level should fix that.

Edit: Double post!

You'll get it in a level or so.

You only get 4th lvl spells early if your charisma modifier is high enough for you to have BONUS spells of that tier.

Or if you're wearing an item that grants you a bonus spell of that tier.

Same with all casters.

I understand now. I guess it's weird to me that you can know spells yet can't cast them! hahaha

Not true. Wizards, sorcerers, Favored Souls and priests get the next level of spells without the need of Ability based spell bonuses.

Ranger, Bards and Paladins do however.
