I looked at the latest server update and noticed this. Am I reading it wrong and what does this mean for us players?

It means exactly what it sounds like: You can use any items at any level.

They announced it clear-as-day in game and then shut the server down for updates, I believe this is a real update. They had turned it off before they shut it down, but that broke the appearance changer, since apparently prices changed. Further testing has shown that high levels can change the appearance of the items(probably characters that were of a high enoguh level to use the item before the change) BTW, yes this now means a level 1 can wield an epic item from day 1.

Better hope it's permanent because its one heck of a headache for Maecius to undo all the now-illegal bic files!

You mean, you have trouble imaging a Level 1 Character with this setup?!?
Amulet: Natural AC +4
Cloak: Paladin's Cloak (+2 CON, +2 WIS, +1 regen)
Gloves: AC +4 (Blinding Strike)
Ring 1: STR +3
Ring 2: CHA +3
Helmet: Delf. +4
Armor: Mithral Full plate
Belt: DEX +3
Boots: Dodge AC +4

I don't even have a level 30 with that kinda fancy stuff... I want to meet that guy and then rob him! *shakes fist*

No one is forcing you to equip those items, and you can't see other people's inventory so therefore it's not ruining your special immersion. MFP is equippable at level 5 or 7 anyway.

I have already heard complaints that this will only serve to widen he division between wealthy long time players and new players. Is it too much to ask what the reasoning behind this decision was?

My thoughts on this is that maybe, perhaps those wealthy long time players are "in the know" of the enchanting system in the pipeline rendering their gear no long unobtainable and they are, as soon as that feature gets added, going to share their wealth with all the lowbies and maybe peddle influence while they are at it. Reverse polarity on the server's economy.
Idle speculation.
