Do these require 21 bard levels, or 20 songs/day?
If the latter, does that mean that bard 17 with artist would be enough?

20 songs

Artist does not give you bonus songs. It gives you bonus to your Perform and Diplomacy skills (+2 each). You need a minimum of 20 songs from relevant bardic classes (eg. includes Stormsinger & Dissonant Chord) to qualify.

Artist does not grant songs here.

Followup question. What if one has the extra songs-feat. Does this count towards the requirements, or is it only song per level that counts?

Reasonably sure it doesn't? Needs to be base classes I think . . . hold the horses for a proper bard builder to give a definitive answer though.

my guess would be that it would, extra feats generally dont but thats more because it depends on what we are talking about

if im not mistaken bardic music is only ever referred to as bardic music when leveling right? there is no number associated? so it just may

wildshape tho for example, you can take extras but there is still a number associated with the base feat from class progression that is being tracked

sneak attack has a lot of different sources and a lot of different feats for each one but if it didnt the damage wouldnt stack properly but yet the only way to get ISA is from rogue only because its the only one that gets high enough

it would need to be tested but the way the game treats things i wouldnt really be surprised if it extra feats do count

I'm also curious as to whether a bard 11 / stormsinger 10 would qualify for song of requiem?

I'm new to the server and somewhat to the game. Anyways I thought a bard archer would be fun so I tried to build one and went into the jegs mod my friend told me about.
I leveled all the way up with extra song and 17 levels of bard, but couldn't unlock song of requiem without at least 20 levels in bard. What did I do wrong?

but a bard 10 stormsinger 10 would not if 10 of something else where taken at earlier stages and no feat for the 30th level. the feat taken at the 29th level would not be able to be requiem even if extra music was taken earlier?

Extra song doesn't count towards the songs per day you need to take the feat.

The feat was changed from a 21 bard songs a day requirement to be a 21 bard levels (counting PrCs that gives bardic music too) instead. This means extra music no longer helps to meet the requirement.
