So simply question, Does Hierophant progress turn undead at all? Or is Mastery of Energy kinda ruined by a lack of progression.

Have you seen evidence to the contrary? As far as I understood the class progresses Turn Undead.

Mastery of energy is quite good for turning. It counts like +8 charisma, so it enables you to be a very effective turner without even investing in charisma settling with just eagle's splendour. Of course, then you might not have too many uses of it, but that might not be a concern? (extra turning amulets are easy to get)
