So drow and monk get SR, but what one is actually accounted for? Do they stack? Does it take the highest?
If I make a drow monk.. Do I open an antimagic zone around myself at 30?

It doesn't stack. Only the highest counts.

Hah, you wish
You can increase SR though, through the epic SR feats. Each gives +2. It appears to be only for monk SR, but it also does so for drow SR. So a drow that has at least 13 monk levels will improve his drow SR with those feats rather than his monk SR.
This opens up build combinations with 13 monk/17 other classes, while at the same time getting better SR than anyone else. One good build example is 20 monk, 4 divine champion, 6 shadowdancer. Save the 4th divine champion level for level 21, and you get 6 epic feats. These are epic prowess, expose weakness, epic dodge and 3 SR feats getting a total of 47 SR. That's quite a lot of magic defence
