As it turns out, gnome/hin casters pretty much need to take monkey grip to use any staff that exists in-game(what a waste of a feat).
I somehow think that, somewhere along the lines, the magic-item gods of Faerun(and/or the Devs), in their infinite wisdom, would have churned a couple staves out of the magic vending machine for the short folk to use. So why do these items not exist?
The lack of any and all small staves kind of baffles me. Is there some concern about tall folk dual wielding them or something? And, if so, couldn't a "usable by gnome/halfling only" property be an easy remedy for such?
While I would guess-timate that 75% of all gnomes rolled up are caster types, with perhaps half or less of that being the case for halflings, can anyone come up with a compelling or plausible explanation as to why not a single small sized magical staff exists?

Its possible to do this since I have seen it done elsewere. I'm not sure its easy. If we were going to make changes to weapons in general, I think it may be a good time to consider this.

Re: Small sized staves: where are they?
nwn2 is based off 3.5 rules but still uses 3.0 rules for weapons (3.0 is much simpler with weapons) and as such the two size category rule is used
3.5 does away with that rule but changes the damage based on your size, so a hin can use a greatsword in 3.5 but does less damage - obviously with reduce and enlarge person this gets complicated with damage constantly switching around so they probably decided to just not do it
if someone made quarterstaves that hins can use i would imagine it took a bit of toolset/2DA effort

Yes, please. A bazillion and one magic items floating around the Sword Coast... and not a single magic item crafter has figured out how to saw a stick in half and imbue it for midgets to use? ... C'mon.
And I don't even want something powerful for my gnome... heck, I'd be totally content with a small version of one of the magic missile staves that the Sundries sells.

Re: Small sized staves: where are they?
i had already thought on this subject, but for a different reason. but the resolution can apply to both
pathfinder wizard ezren wields a small staff. 1-1 1/2 handed really. we already have something mechanically in game to cover that. the morning star. a simple solution would be to take a few of the favored quarterstaff models, shrink them down, and add them to morning star appearances
