Free RCR for new concepts

Proposition:
Allow 1 free 100% uncapped rcr per month for the purposes of rolling new concepts only.
Possible implementation:
1. Store name of character sacrificed to the rcr bot, deny free rcr if the new one has the same name.
2. Boot cahracters that has first name/race identical to one of the last 3 characters sacrificed to the RCR bot in the past 3 months had.
3. Ban those who find a way around the restriction.
Alternative implementation:
1. DM approval.
Reasoning:
1. The purpose is allow new concepts for people who have limited free time (jobs, family, etc).
2. At the same time it does not allow continuous fine-tuning rcrs which many find "character-breaking".
