Ranged Weapon Penalties for Distance and Obstruction

It appears as though the penalties for using ranged weapons from an excessive distance or through an obstruction are coded in reverse such that they add rather than subtract from AB. (I suspect a sign is just reversed in the code for the penalty.)
Ex.)

Jimmy uses his sling from a normal distance:
1d20 + 13 = AB.

Jimmy uses his using from an exceptional distance:
[Message: distance penalty etc. = -13]
1d20 + 26 = AB

Never quiet sure why anyone can shoot more then fifty feet in a forest. With even a prayer of hope. Exapcially deep woods, any bow hunters here? Quiet a difficult shot. And your not getting a second.


Anyways. Thought I notice with my short bow no penalty. When I should have had a -1. Then again I don't know my own mechanics well.
