Clerics counterspelling are just plain nasty!

I'm not big on lore and number and anything really, but this has to be a bug! At least I hope so.
I was duelling against tfunke, and afterwards tried some counterspelling. My understanding is it's currently, mechanically, supposed to let you use spells that dispel as "ammo" for each spell you counter, the higher the level the higher your roll. No such spells memorized meaning you can't counterspell at all. I'm told it's meant to counter those spells you've memorized too, but that doesn't seem to work, but here's what I meant to post about!
Sirion Te'Dwa, pure wizard with some prestige classes having wizard progression, mostly fails to counterspell another level 30, even with disjunction. And definitely can't attempt counterspelling at all unless he has dispels memorized.
Sae'dien Ahrken, cleric extraordinairé, can counterspell till Sirion is out of spells and then probably keep going, and not fail a single time. That's without memorizing any dispels, and it doesn't show any rolls in the combat log, which it usually does.
I'm hoping that's a bug? :E
