Questions re. Sembian Fencing

Re. Sembian Fencing, the wikia says the following (under "Combat Related, etc.")
You limit yourself to two attacks per round but your BAB is raised by two for every lost attack.
1) Is this correct, i.e. does the feat indeed raise BAB (rather than AB that counts towards the cap)? If yes, does this affect the Divine Power and Tenser bonus calculations?
2) Is it possible to use Sembian Fencing and, say, Northlander Hewing simultaneously? JEGS seems to allow both to be activated, though the character sheet only shows the effects of one...

Sembian Fencing - any idea when it might become playable?

I just realized IG that it's not yet available... Does anyone know if/when this might change?

1. It raises AB and does not stack with AB or EB on a weapon.

2. You can only have one mode activated at a time. JEGS is very outdated so try not to rely on it generally until we get a new version out.

The feat is available in the game, though.

Really? I just tried taking it with one of my toons (with far more than 13 DEX), but it was not among the takeable feats (on a regular feat-level)...
