Sembian Fencing can't be taken...

Sembian Fencing can't be taken...
...by my lvl 8 to 9 toon with 6 BAB and 22 DEX. Lvl 9 grants both a Fighter AND a regular feat, and Sembian Fencing isn't listed in either range of options. The wiki says that 13 DEX are the only prerequisite for the feat. Is that incorrect? Or is this a bug?
