Sneaky types - skill point usage

Hello,

I am currently running a stealthy type character, what would you recommend max skill point-wise for the following skills?

Hide
Move Silently

I ask as I want to use skill points in other areas when possible...

I have Hips as well...

Reliably using HiPS requires having maxed skills and the best gear. Before epic levels, you will want to get Seven Sun's Gear, the secret Mask shop gear, and at least, a hide ring. If you are lucky, you might find something non standard in the auction or in a dungeon. After epics, you are going to want Hell gear. Put in all 33 points in hide and move silently while putting points in DEX too.

HiPS is powerful enough that your skill points are valued over AC as you will see reflected in gear availability until you have a couple million gold to throw away.

In epic areas mid 60's is the minimum for stealth. Mid 70's is more desirable, higher the better.

Hide = 41 (with gear)
Move Silently = 29 (with gear)

Also,

I was wondering if a rogue could use a small shield without impacting his move / hide skills?

It should say in the stats, my goes would be -1 but not really sure.

I think small shield is -1 check penalty, though if you can get mithral that goes away.
