Warlock 27 / Blackguard 3. Use a shield, blast away (and take Practised Invoker and Dark Transient).

For farts and laughs you can also do Warlock 14 / Bard 3 / Stormsinger 10 / Rogue 3 or Cleric 3 with Water Domain. Only CL 28 but you get Evasion and SoV at high DC.

THought Stormsinger builds were nerfed on the SOV DC. It was my understanding that you now need to put time into Bard to get that high DC SOV now. Otherwise I got a sorc/b/ss build that would mop this server........

Here is the Custom Class page reference:
- Storm of Vengeance: At 10th level, a stormsinger with 18 or more ranks in Perform can use bardic music to cause a storm of vengeance, as the spell of the same name (DC 10 + stormsinger's class level + Cha modifier). Her caster level is equal to her ranks in Perform, with a maximum caster level of 35th. This potent ability is quite exhausting to use;, each time it is activated, the stormsinger uses four of her bardic music uses for the day.

- Stormpower: At 2nd level, a stormsinger gains a +2 bonus on Perform checks to use her stormsong powers and adds a +2 bonus to her caster level with stormsong powers.
So we're talking 20 + CHA mod for the DC (and any mob in the area of effect has to continually save during the duration, even if the first few times it makes the save  ). And it is not hard to get a max 35 CL against dispels.

There are different ways to make a warlock sturdy. You could focus on constitution and get really good HP, perhaps unlock fast healing. Or you could go for a lot of dexterity for AC and perhaps add some levels of shadowdancer for hips and evasion. Or you could go high charisma for good saves; if evil combine with blackguard for even higher saves.
Can't do it all at the same time though :P

In pm'ing with one of our resident experts on Warlock he recommended CON focus for a blaster lock, as opposed to DEX. Go for steadfast determination and you can be really hard to kill, plus RTA will still land even with ~13-15 DEX buffed with a +3 item.
