TKL Performer Transcription and sharing music

I have worked with a handful of other players, but we cannot get the transcription to work to be able to 'load' a song into another character.

Example process:
Bard 1 performs transcription process
Bard 1 attains the transcribed sheet music with 10 charges
Bard 1 trades the item to Bard 2
Bard 2 uses the item on themselves, nothing happens.
Bard 2 uses the item on their instrument, nothing happens.
Bard 2 uses the item while their TKL performer window is up (for example they are equipping the TKL lute), but nothing happens.

I've noticed that the songs appear to be saved, like the storage, as per the character name. This is likely by design. In some documentation I read that the music was stored on the instrument, but this appears to not be the case. Is there a way to share songs other than writing out the codes (C2>>>F2>F2>GM>>>am, etc.) in the book system?

Also, is there a way to increase the number of song slots per perform level?
