Burning Strike Spell

Been using this spell for week and does not work. Every casting from hotbar shows some domination in combat log but then never a hit. Spell says lasts for 1 round but my paladin never attempts more than 1 attack and sometimes no attacks before destroy copy domination message shows. Seems broken. I have a pic if wanting.

And why cooldown for 6o sec when only 2d6 damage.
