Shapeshifting Pathfinder Style

A lot of people complain about Druids and their op-ness since they can gain amazing physical stats and natural armor without investing anything into them. Currently this means that there is no reason any druid wouldnt take natural spell and just do all of their casting in elemental or dragon form since it wont effect their dc's.
On the other hand, players such as my self who have characters whom they would wish to focus solely on the shapeshifting aspects of the druid have absolutely no reason not to go the dc caster rout since your physical states mean nothing, and most of your feats wont work, and you need a huge wisdom investment for the best forms (not that i was going for dragon, RP wise i was going for magical beast shape, but as magical beasts are worse in almost ever aspect then just the simple elemental forms then i might as well go for the dragon).
So what I was wondering is if we could try to revamp shapeshifting to make it function as it does in Pathfinder. Essentially, we would make the form an appearance only change which gives the player a creature weapon, bonuses and penalties to attributes and armor depending on the chosen creature, while retaining equipment and access to feats.
Otherwise, Does anyone have any ideas on how to make a winterwolf shifting druid viable for late game play without access to monk? (42 ac 32 ab buffed atm doesnt seem to cut it in most late game area's and there is no reason no to use the better in everyway elemental shapes instead).
