Tempest Question - Prestige Class

In Tempest note there is the following text:

Special: If the Tempest was a Ranger, the normal Two-Weapon and Improved Two-Weapon feats are granted at level 1.

Since in requisites we need to have Two Weapon Fighting and Improved Two-Weapon Fighting in order to be a Tempest, what does the special say? I will have the same feats twice as a ranger? Or can be a tempest without the requisites?

Rangers TWF and ITWF work only in no/light armor. By getting the Tempest PRC a rangers gets the "normal" feats that work in all armors.

Which is why you build for Mithral Full plate (DEX 13 min combined with a +3 DEX item) and Evasion (dip class/prc) and to get Expose Weakness as well. :twisted:
