Since the update i can no longer use this feat on anyone...even with them accepting it is not working.

I haven't been able to get this ability to work either. Are there some unusual extra steps to make it work? I even went and bought a blank rune when it asked for one, the target clicked the "valid attempt" box several different times and still couldn't get it to either modify the rune for targeting or add to the manage locations list.

i think it was removed entirely for targetting pcs.

Feat is working fine.
When you are marking some person that person need to accept ( give consent mechanically) to be marked. Once when he accept the rune will be created and it will be created in that persons inventory. So after that, you need to ask him to give you that rune so that you can teleport to him anytime and anywhere ...
It was not always like that. Few years ago you could mark anyone that you wanted. Even NPC-s. However they changed that. Probably because someone abuse it. I just think they could find better solution. Technically they are protecting grumpy players with the cost of the good RP chances there. Even open PvP.
But samwise probably some players was spaming and marking others without previous good RP background for such act.
