Do bard PRCs also enhance inspirations?

As the title says. Does Stormsinger and Dissonant Chord also enhance inspirations the way pure bard does?
For example, would a bard5/SS10 have Inspire defence at +2, or at +4?

They both count towards the progression of songs and inspirations already known, whilst not giving access to new ones. Yes.

But wasn't that limited to only when you picked up the bard spellcasting progresison?

Or would a Bard 3/Cleric 7/Stormsinger 10/Hierophant 10, get Inspire Courage +2 instead of +1?

Its tied to song uses, not spellcasting.
