Is this feature working? The tellers' dialogue just takes me in circles. If not, are there any plans to get it working?

One of the tellers is broken, but the other should be working.

So the lady asks me to talk to her colleague, but his dialogue never leads to any option to exchange gold for trade bars or notes. He just tells me about them. I can access storage, but that's it. Unless I'm missing something - I went through all the options several times.

This was flavor dialogue added to the Commercial Exchange, and doesn't have mechanical support.
The building was originally a guild hall, and it was implemented before we were supporting guild shops. If the guild becomes active again, or there's a way for the devs to implement flat 10,000 GP trade bar or bank note items for purchase (where Appraise skill won't fluctuate the price, and the merchant caps can be overriden or they can just be traded back to the bank and Merchant League for 10,000 GP), we could always make it an in-game money exchange. I think that would be cool for RP (so you're not handing other players thousands of gold coins in trades and payments).
But as it stands that's not supported, and the dialogue (except for the storage) is just roleplay flavor text at present.
