Can a Underdark Charactor fish on the surface?

Since the UD to Surface travel rules states you cant go to the surface for grinding exp, would fishing be grinding for exp since you can earn alot of exp from fishing?

Given the silliest rules on the server, that would prevent you from opening the lid of a chest that is scripted to spawn unique loot, for you alone and no one else, yet you are not allowed to even look, if its placed at a certain altitude that definitely would have a volatile and irrevocable series of consequences based on the pigmentation of your skin.
I can only imagine a school of fish falls in the same category and there for the answer is no.

I'm not sure I'd day that's true. Fishing IMO is slow and tedious. Every other means of getting xp is better than fishing. But fishing is good when you're doing something else and can't pay full attention (watching a movie, doing housework, writing on the computer etc).
Personally I see no issue with fishing on the surface and if it was disallowed, it would remove an RP experience. (Whoa surface fish don't look like mutations!)
That said, your Underdark character shouldn't be on the surface with the sole reason to fish... It may be part of his/her survival while there. Though, do note that you can fish in the UD at Darkwoods and at Mistlake.

So far, i have 3 fishing spots, Darkwood, Mist Lake and Rockrun.

Maybe I just didn't learn how fishing worked, but my Ranger with Survival over 50 never earned "a lot of xp" fishing... Did something change in the past couple of years or was I just doing something wrong? I always felt like it was maybe ~25 XP / minute... Not exactly a waterfall of XP.

You can catch fish that give like 25 xp or if you are lucky you catch like a 600 exp.
The lowest fish is 25xp and so far the highest is 600xp, so you get anything from 25 to 600 xp nothing higher or lower anything in between those two numbers, so you can get like a 300 xp fish and then you might catch a 600exp fish. Do note the exp limit is around 1.200 xp

Fishing is definitely grinding. Do you have any idea how lucrative it is? Sorry. There is an invisible wall that prevents it. Kthxbai go back to your cave.
While we are talking about this, let me tell you a warning. RP xp is also grinding. You can RP, but be careful not to get any RP xp. Ok? Ok.

Unless the HDM Dialect or HDM Ditto say other wise.
A UD character can not fish on the surface. A surface character can not fish in the UD. You can consider Fishing, Grinding.
Sorry, I know its not what everyone wanted to hear. Though maybe it is.

So, I have a feeling that earning RP xp is also a breach of rules too now. Scary thoughts! Why wouldn't it be, if fishing is!
Pretty sure the fishing xp cap is universal, just like RP xp. And everyone gets their own fish. And the fish is the same. Everything checks out!

I'm not a DM, but from interpreting "you have to have an IC RP reason to be on the other side", it's pretty difficult to justify a PC walking hundreds of miles inn to the lands above (or below) just to put a rod in the water...

As long as you meet the minimum basic requirements for surface to Underdark travel (or vice versa) you may fish on the other side, but this must be an IC action and you must remain IC at all times (no putting on AFK tag and standing in Ulgoth's Beard, for example). I can think of plenty of innocent reasons this might be done (killing time between RP encounters, RPing with a character who ends up fishing themselves, etc). Obviously your sole reason to be on the surface can't be fishing because it doesn't meet the requirements as a valid reason for travel. I don't think there needs to be an express ruling for this, just try to use your best judgment.
