Is traveling to the surface with the purpose of finding/Scouting for a place to set up a shop to sell some items a vaild RP reason for a Underdarker to go up to the surface?

You are welcome to try but most gear of that quality is something that either goes to Mudds or gets sold to the NPC merchants for gold fodder. RP is RP of course and I am sure there will be the person who will buy them.

To answer the OP's question... I would say yes but be respectful of NPCs and settlements where UD characters would not be tolerated. General exploration is not permitted so I would likely phrase it strongly around going to trade. (Would be nice if the DM team would verify)

+1. Karond's guide is excellent, although the Epic Shops might have changed the value of some items.
As for the RP reason...I suggest the OP to PM the DMs with his fleshed-out RP idea. They'll surely be able to help further.

My view.. The DM Team may wish to rule on this in a whole or the HDM's so till then.. if it helps.
Traveling to the surface with the purpose to find/scouting for a place to set up a shop is Exploration of the surface and to broad a goal and needs to be narrowed to be allowed. Not narrowing the field of search will be Exploration which is not allowed.
"I am traveling to Soubar to check for a location to set up shop" This is a legit rp reason and focused. You can not go to purposely check the lions way to see about setting up shop.
Basically, it is how you focus your search, going to Soubar and Roaring Shore are legit places for such Roleplay and you can assume your character does not live in a box in the underdark and would have heard of these two places being good for such Underdark traders. In the same token your character knows to avoid FIA, BG, CK, and well just about everything else and claiming to check out those area's ICly for your shop reason is not acceptable.
Randomly walking around hoping to find these places is not allowed as that is just exploration of the surface. To sum up. If you want to travel to Soubar and Roaring Shore for such RP, that is a fine use of your time but you are still subject to all and any rules of the surface. You are never exempt to them.
Hope this helps a bit till the DM Team can help you on an official level.
