I am deeply concerned about these new summons

2) All summons, animal companions, undead minions etc. must be dispelled prior to entering the city. The only exception to this is the summoning of a small creature to carry a message or your luggage or whatever (note you can summon an imp using the 5th level mage spell: Lesser Planar Binding). The owner of a minion or summon is accountable for anything the creature does or causes.

Now that you can no longer summon that imp, who is going to carry my luggage when I go to S'shamath for campfire stories and fishing?

I suggest changing the laws thread or bringing back the imp! Unless the mephits count?

Oh, the imp is there. You just have to be lawful. An chaotic person rather summons a quasit or coure.

Sounds to me that any small creature such as imp, quasit, coure, mephit counts for it.
