Feat: Swift and Silent

Specifics
When in stealth mode, movement is 75% instead of 50%.

Think this is the pnp equivalent. A feat only taken at level 1, a regional feat for just a few types of characters.

Swift and Silent

Type: Regional
Source: Player's Guide to Faerûn

The shadows are your friends, and your footfalls are whispers of death.
Prerequisite: Bugbear (the Earthfast Mountains), elf (Cormanthor Drow or the Wealdath), goblin (the Earthfast Mountains), halfling (the Chondalwood or the North), hobgoblin (the Earthfast Mountains), human (Uthgardt Tribesfolk), ore (the North), or wemic (the Shaar).
Benefit: You can move up to your normal speed while using the Hide or Move Silently skill at no penalty.
Special: You may select this feat only as a 1st-level character. You may have only one regional feat.
Normal: A character who moves faster than one-half her normal speed takes a -5 penalty on Hide and Move Silently checks.

That's Camouflage, basically. Just better (as it works everywhere).

75% movement speed wouldn't necessarily need to be background feat.

I think it kinda evens out, since camouflage is no movement penalty, and this is reduced movement penalty, but everywhere.

I was referring to the one Tantive mentioned rather than yours (hence the quote!).

I think your feat suggestion is fair enough, if it is feasable. The requirement of Stealthy makes it a bit of investment too, which is good.
