Arterial Strike - not working as advertised

Doesn't appear to apply bleed damage. Ability use shows 'Arterial Strike Attempt Hit' applies a 1 time 1 point of damage, then nothing else.
Also suffers from the combat feat bug of creating a shadow that just provides additional attacks per round.
