Seems like Balduran Postal service always triggers, even when quest is completed, preventing finishing Mail delivery.

This is currently still broken as of today.

Couldn't get the Bones Sage to trigger the undead parts quest and subsequently couldn't get it to trigger into the Mail Delivery either.

Don't know if it should work now or not, but I got mail delivery quest active and the wizard in the Hilltop Ruin just won't talk to me. No dialog comes up when I try to talk to him. Tried it a few times, but the same problem. I also got the collecting bones quest active if that has something to do with it. Tried finishing it by giving bones, but it stays active.

The quest is currently disabled as it was hit with a serious bug in the last update.

I'm new to bgtscc and I got the mail delivery quest for the wizard researching the ruins, which I believe means the Hilltop Ruins. I didn't find any wizard there so I ended up delving into the the ruins looking for the wizard but I never found him. Is this quest valid?

Yes, this quest is valid! Keep looking, or, if you can't find him, ask some random strangers for help!

I have looked all around the Hilltop Ruins and there is no wizard outside or in the first level. Do I need to go deeper?

Yep; try the second floor.
